Samuel Garratt, born 1827, emigated to Tasmania in 1862, arrived 1863, with his wife Elizabeth and two children.
There's a marriage in 1880 in Tasmania for a Samual Garratt and Ann Allen. Sorry no marriage ref. Ann Garratt died 1884 age 47.
Is this the same Samuel who was married to Elizabeth?
Samuel's death, 7th NOV 1888, Launceston Tasmania gives his age as 61, this makes him the right age.
(Ref: Alexander Turnbull Library State Microfilm Archives Office of Tasmania SLTX/AO/RG/136 RGD 35/57
number 365 Lauceston Tasmania Australia
Looking for a death date for Elizabeth?

There are two Samuel's of about the right age on the 1861 Census:-
Netherton Hill
SAMUEL GARRATT Head Married 35 yrs
ELIZA GARRATT Wife Married 31 yrs
MARY GARRATT Daughter 12 yrs
WILLIAM GARRATT Son 11 yrs
SARAH GARRATT Daughter 10 yrs
MARIA GARRATT " 8 yrs
JOHN GARRATT Son 6 yrs
SAMUEL GARRATT " 2 yrs
PHOEBE A. GARRATT Daughter 5 mth
and this one in Lomey Town, both with wives Eliza/Elizabeth, I suppose it is this one TWG as you say he emigrated with two children
SAMUEL GARRETT Head Married 33 yrs
ELIZABETH GARRETT Wife Married 30 yrs
JAMES GARRETT Son 4 yrs
Would Elizabeth not have died in Tasmania

Unfortunately, the Tasmanian BDMs are not online, and I can't see any other record indicating a death for an Elizabeth Garrett/Garratt in Tasmania as yet.

Westbury is about 36 km from Launceston and Launceston would be the nearest large city where registrations would have been made.

Judging by the Australian Birth Indexes, there were Garratts already in Launceston. Was the "R. Garratt" who sponsored Samuel one of these?

I knew Di would come through, yes I would say that was the death of Elizabeth I was looking for, and the remarriage of Samuel to Ann North nee Allen.
Re R. Garratt this is most likely a misprint as Samuel went out to work with Benjamin Garratt, whose actual name was Guest, Samuel's half brother.
James was Samuel's son by Elizabeth.
Thanks Di
