Thankyou RF for another lookup.
Unfortunately not the William Hooper I was hoping for ... but think this marriage could be of use..

I think the bride's father ( James Taylor) is on BCC .. occupation is the same and right sort of age and location..

18 Aug 1878 .. Parish Church Tipton
William Hooper (22) bachelor.. moulder? ... resident Tipton.. father Richard Pickwick? (also says Hooper faintly) miner?
Sarah Ann Taylor (20) spinster.. resident Tipton..father James Taylor ( stocktaker)
sorry..I can't make out the names of the witnesses

I think it looks like Richard PICKRILL Hooper. Witnesses: Benjamin CASHMORE and Sarah BROCKWOOD.
