The fact that there is this 5 year gap on the range for these 2 people are leading me to believe that they are brothers from William and Elizabeth Tay.
And as I know that William Toy 45 in 1841 census is my ancestor, I believe I now have a good shout for William and Elizabeth Tay being William and Elizabeth Toy, and my ancestors.
you got the marriages for john and william do they give any clues ?

Sorry yes I have the marriage details for William who married Sarah Bibb/Smart. I don't know who his first marriage was to, as they were both widows.

I have found a marriage for William Toy and Ann Perkins in 1814 in Ribbesford. Although that is some way from Halesowen, but that's not to say it isn't possible.

I found a Baptism for a Joseph Toy 17.2.1819 Halesowen son of Wm and and Winifred Toy The Hill Nailer. Could Winifred be the missing first wife? Here:-

Can't find anything to connect Wm 1790 and John 1800

The only Bap at Halesowen for Wm is Wm son of Wm and Elizabeth Tay 14.10.1790.
Oh found it listed under JAY - John son of Wm and Elizabeth Jay 19.7.1795
BUT then there is a Burial for John Tay in 1797
