I've looked and looked for Rebecca in 1861 and can't find her. There are other Woodhouses in Whittington, Derbyshire in 1861. Wonder if she's with one of them?

I can't see David & Rebecca Morgan in any other census.

I think it is the brother of DAvid Morgan

in 1861 he too is in New Whitington Derbyshire with his parents

in 1851 family is in Mincing lane RR
