That is the only marriage I can see any where for a William and Phoebe under any spelling.

May be thats just another family and his Mum isnt Phoebe?

I think that the 1841 census Park Lane Cradley Jimmy posted is a completely different family. I have some wills for a family of Cradley Brettell's, they are all bricklayers. The wills are dated 1731,1732,1768, 1769 and 1829. The latest will is of Joseph brettell of Cradley made in 1823 he was born about 1755, wife Ann children James Samuel George Edward Mary Elizabeth Sharlotteand Hannah

Im just working through this family dumblonde. Just about to add some more info now.
Perhaps you can add, if you havent the wills to BCC it may help working this family out.
