Exactly. Florence Burgess Nee birks, is the daughter of William Birks and Ann Jane. I don't think its likely that she would live with someone called Perkins after the death of her husband, and call herself Perkins then decide in 1911 to go back to the name of Birks.

Ann could just have been lodging with William Perkins and the enumerator put them all down as the same name.
I can't see a Perkins family that fits in 1891 with the same childrens names and ages.

Its quite possible that Perkins is mistranscribed and should be Birks, or for some reason changed their surname. I think these are the same family.
