Yes I think it's Smith by the 1851 census they were staying with Mary Smith , they just made it harder with putting lodgers instead of daughter and son-in-law.I have added the 1861 census and rest of childrem.

If those are the same family then it looks to me it is Smith.

Not added the above census because I don't feel it's anything to do with the Fanny Fudge I have been adding , Fudge was her maiden name.

I think this Fanny Fudge proves it, how many Fanny fudges are there around, Its likely that William named Fanny after his mother.
The William born in Tipton born in 1851 is with his mother Elizbuth in 1881 in Tipton.

I think these 2 are the same family. Oldland and Bristol are very close together.
