They both give the same address in the 2nd marriage, don't they? I suppose if you want to marry your stepmother then it is best not to do it locally.

Tromans Henry Personal estate 51 pounds 11s 9d
10 November. The WIll with a Codicil of Henry Tromans late of Rowley Regis in the County of Stafford. Licensed Victualler who died 27 June 1882 at Rowley Regis was proved at Lichfield by Absalom Bennett Grocer and Joseph Walters Licensed Victualler both of Rowley Regis the executors.

But if Henry died in 1882, and Sarah did not marry Harry until 1891, then Harriet and Lizzy/ie were either fathered by Harry or some unknown? Wonder what Lizzie's marriage cert says.
