You are quoting 1881 census headed by Mary Jones - however, if you look at the original pages (household covers 2) of the census there is no Sarah Ann Griffiths with the family at all. Seems to have been a mistake made when indexing/transcription was done.

Have finally found her on original census page - she is the youngest child of an Edward Griffiths and wife Ann - his census ref. is RG11 - piece 2812 - folio 120 - page 2. Family is the last on the page - Household no. 9 at Jones (?) Colliery - and if you then click on the next page there is Sarah Ann Griffiths 4 Baby born Moseley Village Heath Town. The page with her on has 122 page 3 which is clearly an error (hence all this confusion) and should surely read 120 page 3.
Looking at pages around relevant census entries look like the enumerator has used some of the wrong pages (out of sequence) when writing up the census for Wednesfield which has subsequently lead to the error regarding Sarah Ann Griffiths entry
