Edwin Hill 1889

I think Edwin parents Thomas Hill and Mary Gallier on BCC is with his grandparents Samuel and Elizabeth Hill on the 1891 census at 4 Bank Street. Where was Thomas in 1881? 71

So is it's safe to say Samuel and Elizabeth are Thomas's parents, And Edwin is living with them in 1891 when Thomas and his wife are in prison.
