On BCC it says
"Served: Home 19th Sept' 1892 - 4th Feb 1895. East India (Rangoon) 5th Feb 1895 - 24th Nov 1895. Malta 25th Nov 1895 - 8th Sept 1896. Home - 9th Sept 1896 - 14th Sept 1899. South Africa (Boer War) 17th Dec 1899 - 14th Sept 1902 Discharged."
So he was probably overseas for the 1901 census.
