ARC TBC Harvey Family Bible (Sedgley)

Hi all,
I am in possession of the Harvey Family Bible. It was bought by my 2xgreat grandfather William Harvey b.26 Dec 1822, at a cost of £6 2s 6d on 17 Aug 1867 (coincidentally my birthday). Pasted on the inside is a receipt for the book along with a receipt of indenture for Thomas Harvey b.1857, to be bound as an apprentice to a Mr Oat(e)s. Thomas is listed in the 1881 census as a shoe maker. I am trying to find out a bit more about Mr Oats and where he plied his trade. Any information you could help with on either Thomas or Mr Oats, would be greatly appreciated.
