Could be Maggie....Not gone to deep on the KENDALL line.
Richard (Witns;) could be a younger brother (on Bcc b.1827).

Can't find anything in the Dudley area on Census:(FMP)
The only matching occupation and age is:-

1851 25 Spencer St.Clerkenwell, Finbury, Middx.
Edward KENDELL hd. Unm. 35 Inspector of Police b. St.Antony, Cornwall.
(He could have transferred to the Staffs area.) but a 'longshot'
