There should be a tick (or actually it is meant to be a 1) in the "inhabited" column if the house had people staying in it on the night of the census. If, for example, everyone was away on holiday and the house was empty, then it should have a 1 in the "uninhabited (U) or building (B)" column. Maybe it should say 1U or 1B there.
The census was all about statistics, so I suppose they would want to know if a house was there, even if no one was in it that night. Building should refer to a house under construction.
