ARC TBC Charles Cooper born about 1840, Walsall

I have been unable to find any records for this individual and his family before 1881. I have been trying for the past 5 years with no luck and would appreciate your expertise.
I have found him in 1881, 1891 and 1901 married to Amelia Cooper. Both of their birth dates vary widely between the censuses. I have been unable to find a marriage record. His wife's name is always recorded as Amelia on their children's birth certificates and her burial record.
I have birth certificates for two of their sons:
George Cooper born in Coventry Street, Stourbridge 1869. Mother's maiden name recorded as Bolton.
Isaiah Cooper born in Halesowen Street, Oldbury 1880. Mother's maiden name recorded as Boolon.
Anyone's help will be greatly welcomed.

On the GRO web site the children's mother's maiden name varies between Bolton/Bootton/Boolon.
I can't see a marriage of Charles & Amelia, but believe her maiden name is BOOTTON

Its hard to say why there are variations in age, Alice can't be Amelia, 1871 George may have just been missed off the census or with grandparents, if what I have posted is right this could be his first wife's death record.

I have found this record on the Free Reg site that looks as though it might fit.
Charles Cooper married Ann .....
on 6 April 1863
in St Michael and All Angels, Pelsall
Groom 21 years old, Boat ....., Father Abraham Cooper (collier).
Bride 30 years old, Father William ..... (brakeman).
Looks like the handwriting was difficult to read which would explain my difficulty in finding the record. Also, the bride is quite a lot older than the groom which might explain the inconsistency in the ages they gave in the censuses. The marriage was near Walsall which is where the groom was from and it took place the year before the birth of their first child.
Only trouble is, Charles Cooper married Amelia not Ann. Her name is recorded as Amelia in all of the records I have found for her (including censuses, children's birth certificates and burial record). Also, I have not been able to find a matching record on FreeBMD, West Midlands BMD or FamilySearch. Her maiden name varies between her children's birth certificates i.e. Bolton, Boolon.
Does anyone have any thoughts?
Not sure if I could find this marriage record at another archives centre other than Walsall?
