1911: 102 Sams Lane, West Bromwich, Staffordshire
He's a Boarder with the Timmins family, Widowed and a Waggon Packer at a Carriage Works

1901: Exmouth Dock, Vessels, Devon.
He's single age 22 and a Mariner on board the ship/vessel 'J W Waring'

so he must have married between 1901 and 1911 :?

Just 'googled' Industrial Schools.....

Certified industrial schools provided industrial training and residential care for destitute and vagrant children, between 1857 and 1933 in England and between 1854 and 1933 in Scotland.
