As Ernest and Eliza were living at Ettingshall in 1921, I think Holy Trinity Church, Ettingshall is a very likely candidate for where they were married. Most marriages for Dudley Registration District are on West Midlands BMD. However, marriages that took place at Holy Trinity Church, Ettingshall and St. Mary's Church, Sedgley (Hurst Hill) are not on West Midlands BMD although they were part of Dudley RD. Might be worth checking these two first.

Thanks, Gardener. I have seen other families where a grandchild of a similar age is living with a grandparent to care for them so if that was the case then she would probably have been considered old enough to register the death.
