I can see the boards but can't find anywhere to sign up It says at the bottom that "Everyone is welcome to make a post on the forum!!!!" so obviously I am missing something.

No I don't think you're missing something because i've attempted to join and it's mission impossible. I can't find anywhere to sign up to this forum and when you click on the team link for some advice it just takes you to the sign up page.

I've no idea what to advise but the site seems to be up and running because posts are recent.

I have been a member for years, but I can't remember how I joined.

I seem to recall that the owner was being flooded by spam, trolls & bots so has made it very difficult to join, although he accepted my request once I'd got through to him. You might try going to the bottom of the home page and sending an email via the 'submit photos' link.
